<p class="p1"><span class="s2"><strong>WASHINGTON, DC</strong> – Aaron Trujillo has joined Strategies 360’s Washington, D.C. office as Vice President of Federal Relations. Trujillo, who has more than 15 years of experience working in Congress, the Administration, campaigns, and the private sector, was most recently Deputy Chief of Staff for Senator Ben Ray Lujan (D-NM). Prior to that role, he was a VP at Fulcrum Public Affairs. Trujillo has held senior positions at the Democratic Congressional Campaign Committee and was Associate Director for Legislative and Intergovernmental Affairs at the U.S. Department of Commerce during the Obama Administration. Originally from New Mexico, Trujillo started his career in politics with Senator Lujan. He maintains a robust network of relationships and local knowledge in the state.<br />

<p class="p1"><span class="s2">“Aaron has served my operation in various political, legislative and management roles over the past 15 years,” said </span><span class="s1"><b>Senator Lujan.</b></span><span class="s2"> “His hustle, Hill experience and professional network will be an asset in D.C. and in the Western United States as he moves forward in his career.” </span></p>
<p><span class="s2">Trujillo has worked on a diverse issue portfolio throughout his time in Washington, D.C. including, but not limited to, tech and telecom, health care, manufacturing, energy and environment, trade, and Native American affairs. His various roles have given him the opportunity to closely interface with Members of Congress, Administration officials, senior Congressional staff, external stakeholders, and local governments. </span></p>
<p><span class="s2">As a senior advisor at the DCCC, he executed specialized engagement projects focused on Hispanic and Native American communities. Later, as Chief of Staff, he implemented the first committee-wide cybersecurity program and was part of an executive team that was responsible for winning back the House Majority in 2018. </span></p>

<p class="xxmsonormal">Volek has a proven track record of developing and implementing winning strategies around public policy and community engagement; building strong relationships with internal and external stakeholders; acting as a liaison between local community, company staff, boards of directors, and government officials; working cross-functionally with multiple teams; and establishing benchmarks to assess impact.</p>

<p class="xxmsonormal">Most recently, Volek was the Manager of Government Affairs for the San Francisco International Airport (SFO). At SFO, she successfully navigated the local legislative process for a $1.2 billion dollar operating budget department. Prior to that, Volek served as a Legislative Aide to San Francisco Supervisor Katy Tang, working on issues including budget and finance, housing, women’s rights, public health, and technology and innovation. She also served as a Policy Aide in the Office of San Francisco Mayor Edwin M. Lee.</p>

<p class="xxmsonormal">In public service, Volek was recently elected as a Delegate for California Assembly District 17. She also serves as a Deputy Marriage Commissioner and on the Board of Directors for the San Francisco Women’s Political Committee.</p>

She holds a bachelor’s degree from the University of California, Davis in Sociology and a Juris Doctorate from the University of California, Berkeley. She is a licensed attorney and moonlights as a certified yoga/pilates instructor and wedding officiant.</p>

<p>S360 supported candidate and ballot measure clients with a wide variety of services, including general consulting, strategy and planning, polling and research, creative design and collateral, digital marketing, field organizing, fundraising, strategic communications, media relations, and more.</p>
<p><strong>Highlights from the 2022 general election cycle include:</strong></p>

<li>Our campaign fundraising team, led by S360’s Tribal fundraising expert in New Mexico, was proud to support Congresswoman Mary Peltola, the first ever Alaska Native to be elected to Congress, and the re-election of Congresswoman Sharice Davids of Kansas, one of the first Native American women elected to Congress. In Alaska, our teams collaborated closely across multiple states and practice areas with the Alaska Native community to promote Alaska Native voter turnout and registration efforts. This was a critically important year for the Get Out the Native Vote effort, given the challenges of voter access in rural Alaska and the implementation of a new ranked choice voting system.</li>

<li>In Arizona, our team supported major wins at a statewide level including Governor-Elect Katie Hobbs, Secretary of State Adrian Fontes, and Attorney General-Elect Kris Mayes. Working with education advocates the team also landed 3 state legislature wins –specifically spearheading efforts to elect State Senator Christine Marsh in the state’s most competitive legislative district, 22 school board posts across 4 counties, and over half a billion dollars for local schools. Impressively, the Arizona team helped clinch the Gubernatorial win with a voter contact strategy that included over 100,000 direct mail pieces, 30,000 doors knocked, hundreds of thousands of calls to voters, and a statewide digital marketing campaign that reached millions of voters in just three weeks.</li>

<li>Another gubernatorial win came out of Hawaii. The S360 team served as the general consultant for newly elected Governor Josh Green through his successful primary and general election. In addition to overseeing campaign strategy, S360 also provided polling and research, strategic communications, creative services, and digital marketing to help deliver a resounding win.</li>

<li>The New Mexico team helped delivered the successful elections of Lt. Governor Howie Morales, Attorney General Elect Raul Torrez, and Secretary of State Maggie Toulouse Oliver.</li>

<li>The Oregon team not only won bond and levies totaling $753 million for schools and parks, but they also lead the communications for a ballot measure to formally remove slavery language from Oregon’s constitution. While the state constitution banned slavery, the ban came with a loophole exception as punishment for a crime. S360’s Oregon team successfully helped campaign to amend the state constitution to remove this language.</li>

<li>Washington’s education team oversaw school district informational bond campaigns that secured over $1.2 billion for districts in the state. This team used the full suite of S360 services including public opinion research, communications planning and delivery, mailer and collateral development, and robust digital marketing strategies to reach each district’s community with informational messages that resonated.</li>

Facebook is known for its social media network which has grown to include Instagram as well. Across each channel there are benefits and limitations. As an example, Google can target based on specific online searches. This can be a powerful marketing opportunity as someone who is actively looking for specific information will be in the mindset to act quickly. Facebook collects a significant amount of information about their user base. This allows marketers to reach audiences based on demographics, interests and behaviors which also lends itself to a powerful tool in a marketer’s arsenal. Throughout this article, we will touch on the benefits and limitations of each as well as how our team has found success across each network.<strong> </strong></p>
<p><strong><u>Google Search</u></strong></p>

<p>There are three key things to remember when setting up a Google search campaign: volume, relevancy, and competition. When developing a list of search terms we look for the following:</p>
<ul>
<li><strong>Volume – </strong>Keywords that have a decent number of searches per month (typically 50 searches/month or higher)</li>
<li><strong>Relevancy – </strong>Search terms that are highly relevant to our website and messaging are key to ensuring that we are developing a successful campaign</li>
<li><strong>Competition – </strong>Ensuring that there isn’t so much competition that keyword bidding is prohibitively expensive is important in developing any successful campaign.</li>
</ul>
<p><strong> </strong><strong>Why are these three areas so important?</strong></p>
<p>In terms of volume, around 20% of your search terms will account for 80% of your search traffic. By focusing on high volume search terms, you can better optimize campaigns while focusing on the searches that will have the biggest impact.</p>
<p>Relevancy is a key factor across the entire campaign. By ensuring that search terms are relevant to both your messaging and your website, you will increase both your click through rates and the time visitors spend on your time. This is important because increasing your click through rates will decrease the cost of traffic. This is because the search engines allowing advertising on a cost per click basis. This means that you only spend advertising dollars when someone clicks on your ad. Think of it like this:</p>
<p>Advertiser 1 bids $100 cost per click for an ad that generates 0 clicks for every 100 visitors. The search engine in turn makes $0 for every 100 visitors that are shown these ads ($100 x 0 visits = $0).</p>
<p>Advertiser 2 bids $1 cost per click for an ad that generates 10 clicks for every 100 visitors. The search engine in turn makes $10 for every 100 visitors that are shown these ads ($1 x 10 visits = $10).</p>
<p>In this scenario, Google will prefer to prioritize advertiser 2 over advertiser 1 although they are willing to spend only 1% as much to get in front of the same searchers. And this is why relevancy matters so much.</p>

<p>Finally, competition matters because it directly impacts costs and the likelihood that you will be able to generate relevant clicks to maintain a high click through rate. If your budget is $500/month and you choose to compete on a slate of competitive terms that average a $50 cost per click, then you will only generate 10 clicks per month. The likelihood that these 10 visitors will make an impact on your organization is very slim as volume matters. Therefore, going after less competitive keywords will make a big difference in both the costs to gain visibility and the volume of relevant visitors that you acquire as a result. Therefore, we recommend focusing on what is called long-tail terms as opposed to short tail. These are essentially terms that are 3 – 6 keywords in length and therefore, more specific while drawing in less competition whereas short tail tends to be broad. For example, if you run a law practice, searches for “law practice” will be competitive and expensive. But searches for “collaborative divorce lawyers in Seattle” will be much more specific, cost effective and someone searching for this term is likely to find your firm very relevant if you are in fact a collaborative divorce lawyer.</p>

And with that, here’s an overview of Google 101 directly from one of our star account managers:</p>
<p><strong><em>What is it?</em></strong></p>
<p>A digital tactic based around keyword searches on the Google Search Engine.</p>
<p><strong><em>How does it work?</em></strong></p>
<p>Ads are shown to users in a specific geographic area, defined during the planning phase, when they search for a term that matches one from our pre-determined list. Keyword lists can contain as many as 500 keywords but should be within the range of 30 – 60 terms to allow us to best monitor and optimize the list.</p>
<p>We can create both standard text ads and Responsive Search ads. Standard text ads utilize up to 3 headlines and 2 descriptions, which are all predetermined. Responsive Search ads utilize up to 15 headlines and 4 descriptions and then rotates them during a testing period to determine the best combination. We suggest running 2 standard text ads along with 1 Responsive Search ad when running a search campaign.</p>
<p><strong><em>What does it look like? </em></strong></p>
<p>Ads appear in the same style as search results on the Google Search Engine and identifiable by a small “ad” marker next to the displayed URL.</p>
<p><strong><em>When do we use it? </em></strong></p>
<p>Search ads are best utilized when we have a clear indication of what users will search for. For example, we have found great success with political campaigns, sports teams, healthcare, and education campaigns that employ a number of unique keywords. While good by itself, Google Search ads have some limitations with reach. Unlike Display and Facebook ads, Search ads only appear when a user searches for a keyword on Google. Because of this, Search ads are a great compliment to those awareness based platforms because users on the internet often turn to Google when they want to learn more about a topic.</p>
<p><strong><u>Facebook Advertising</u></strong></p>

<p>Facebook rules the social media world and as such is used very differently when it comes to our marketing campaigns. This platform relies on user data to target audience based on demographics, location and interests. You can then drive very relevant messaging based on these characteristics across both Facebook and Google. Furthermore, there are different actions that you can prioritize across your campaigns. Some of the more common ones that we work with include:</p>

<li>Click to website – By selecting a click to site call to action, Facebook will prioritize showing your ads to the visitors most likely to click through to your website. In turn, it will optimize to drive the most visitors possible to your website with your budget.</li>
<li>Likes/followers – If you’re looking to grow your social media audience, prioritizing likes and followers will help with this goal. Your ads will automatically show to users most likely to want to engage with you on your social media channels and will optimize accordingly.</li>
<li>Lead generation – Targeting a lead generation call to action will help you grow your contacts for follow up purposes. This can help to build an email list, prospect list or anything in between. This is a unique feature as building a list of individuals to follow up with repetitively can be a valuable asset. And nobody does this better than Facebook.</li>

<p><strong><em>What is it?</em></strong></p>
<p>Facebook ads are exactly what they sound like. They are ads that run on Facebook and Instagram. These ads can be static images or videos and also use lines of descriptive text, headlines, and calls to action.</p>
<p><strong><em>How does it work?</em></strong></p>
<p>Facebook and Instagram ads are all set up out of the Facebook business manager platform. These ads use Facebook’s vast library of data to hyper-target selected audiences. You can target anything from geographic location, age, and gender to certain pages that people like or other defining personal characteristics (having children, education levels, interests). All of these targeting tactics can be used independently or layered which allows us to target as broadly or as precisely as we want to.</p>
<p><strong><em>What does it look like?</em></strong></p>
<p>Facebook ads can show up in different styles. You can run ads that look like posts in the feed, ads that run along the sidebar of the website, in the Facebook messenger app, and as videos throughout someone’s feed. These ads run on Instagram in someone’s feed or in the stories section of Instagram. To the right is an example of two different types of Facebook ad placements (Feed and Right Column).</p>
<p><strong><em>When do we use it?</em></strong></p>
<p>Facebook and Instagram ads can be used (and generate great results) by themselves for almost any campaign. Because of the large amount of data within the platform, Facebook ads give us the most control over our target audiences. Facebook also allows for us to import customer/user lists if clients have these already, which adds another layer of targeting we can implement. Like display campaigns, search campaigns are a additional tactic to run alongside Facebook campaigns.</p>

<p>Securing funds for critical services and programs means healthier communities, stronger economies and more opportunities for people and places across the country. Federal appropriations provide significant resources to communities, which is why advocates regularly work to direct funding towards their efforts.</p>
<p>The federal appropriations process is a key area to focus advocacy, since programs can be expanded, cut, or kept the same on an annual basis.</p>
<h4><strong>Timeline of Congressional Appropriations</strong></h4>
<p><strong><em>The federal fiscal year (FY) runs from October 1<sup>st</sup>to September 30<sup>th</sup></em></strong>. For example, FY 2020 begins on October 1, 2019 and ends on September 30, 2020.</p>
<p>Advocacy groups conduct outreach to members of Congress and their staff to discuss program funding levels for the next fiscal year many months in advance. In recent years, Congress has rarely passed appropriations bills on time. Nevertheless, the process remains the same.</p>
<p>Here, we outline the three phases of advocacy: conducting outreach, submitting your request, and monitoring your request.</p>
<h4><strong>Phase I: Conducting Outreach (October – February)</strong></h4>
<p>At the start of the fiscal year, Congressional offices already start discussing appropriations for the next fiscal year.  During this time period, advocates should reach out to potential or existing congressional champions of your client’s appropriations requests, as well as to relevant federal agencies that are likely to provide funding for your client.  Call the senator or representative’s office and ask for the scheduler’s contact information. Then follow up with an email requesting an in-person meeting with the member or a staff member handling the subject area of the appropriations request. Similarly, connect with the program officers who run the federal programs that fund your client’s work.  During this time, communicate your client’s priorities and explain why their work will help advance the agenda of the congressional member and the federal agency.</p>
<h4><strong>Phase II: Submitting Your Request (January – March/April)</strong></h4>
<p>Members of Congress submit their individual and group request letters to each of the twelve appropriations subcommittees (listed below) in March or April every year.  These subcommittees determine the funding levels for each federal program and produce twelve separate appropriations bills.  <strong>Advocacy groups must be mindful of their members’ deadlines to ensure that their appropriations requests are considered.</strong>  Appropriations requests forms are usually available on the members’ websites, but it is best to check with a staff member on how to submit these forms.</p>
<p>After all the appropriations requests are submitted, the House and Senate must pass a budget resolution that sets the total level of discretionary spending for the next fiscal year.  Based on this budget agreement, appropriators are allowed to make funding adjustments to most federal programs.  Exceptions include Social Security, Medicare, and other earned-benefit programs, which are off-budget and “mandatory spending” accounts that are decided outside of the annual appropriations process.  The target date for the budget resolution agreement is on April 15<sup>th</sup>. <strong> </strong></p>
<h4><strong>Phase III: Monitor Your Request (April – September)</strong></h4>
<p>Once discretionary funding limits have been determined, the funding process moves to the appropriations full committee and subcommittees in each chamber.  The 12 appropriations subcommittees determine program-by-program funding levels for the federal agencies under their jurisdiction.  At this stage, you may reach out to members that have assignments on the relevant appropriations subcommittees and engage these policymakers and their staff to track the progress of your funding requests.</p>
<p><em>The Appropriations Subcommittees (identical in the House and Senate)</em>:</p>
<ol>
<li>Agriculture, Rural Development, Food and Drug Administration, and Related Agencies</li>
<li>Commerce, Justice, Science, and Related Agencies</li>
<li>Defense</li>
<li>Energy and Water Development</li>
<li>Financial Services and General Government</li>
<li>Homeland Security</li>
<li>Interior, Environment, and Related Agencies</li>
<li>Labor, Health and Human Services, Education, and Related Agencies</li>
<li>Legislative Branch</li>
<li>Military Construction, Veterans Affairs, and Related Agencies</li>
<li>State, Foreign Operations, and Related Agencies</li>
<li>Transportation, Housing and Development, and Related Agencies</li>
</ol>
<p>As the fiscal year comes to an end, leadership in both Senate and House chambers must pass all twelve funding bills for the next fiscal year.  Leadership in both chambers often negotiate an “omnibus” appropriations bill combining all twelve bills, or “minibus” appropriations bills containing the twelve bills in smaller packages.  If Congress does not pass the appropriations bills on time, the federal government shuts down.  In recent years, Congress has often extended the deadline by passing short-term spending bills (“continuing resolutions”) that maintain funding levels until the appropriations process is completed.</p>
<h4><strong>Working with your Strategies 360 Federal Team </strong><strong> </strong></h4>
<p>S360’s Washington D.C. office is well equipped to support the firm’s clients navigating the appropriations process. They can cut through red tape and direct team members to the right offices and staffers at each phase of the appropriations process.</p>

The expansion into San Francisco comes as S360 continues to deepen its talent roster, offering current and future clients an unmatched&nbsp;network&nbsp;across California and throughout the West.</p>

<p>While&nbsp;at Lyft, Tim helped&nbsp;develop regulations and policy initiatives for the company’s rideshare program across 17 states and every major market&nbsp;in the Western U.S. and Canada.&nbsp;Prior to&nbsp;Lyft, Tim served as Deputy District Attorney in Oakland, California, where he prosecuted over 30 jury trials, coordinated investigations, and conducted over 75 preliminary hearings on felony cases. He also served on the District Attorney Legislative Committee, where he examined legislative proposals before their introduction into the state legislature.&nbsp;</p>



<p>A local Bay Area native, Tim grew up in the South Bay and completed his undergraduate degree at the University of California, Davis. He worked in Washington, D.C. as a staffer in the Capitol Hill offices for both Senator Dianne Feinstein and Senator Debbie Stabenow.&nbsp;He went on to earn&nbsp;his J.D. at Santa Clara University School of Law,&nbsp;where he served as a&nbsp;legal fellow at the Leon and Sylvia Panetta Institute for Public Policy.<br><br>Having lived in San Francisco for over a decade, Tim is always on the go traveling&nbsp;throughout&nbsp;Northern California to see family and friends,&nbsp;run, hike, snowboard, surf, or explore new wines.&nbsp;</p>
